L'indice delle retribuzioni contrattuali orarie per i servizi privati misura la dinamica della retribuzione lorda per un'ora di lavoro stabilita dai contratti collettivi nazionali di lavoro (CCNL) in questo solo macro-settore, non lo stipendio netto in busta paga né la retribuzione di fatto (che include straordinari, premi di risultato e arretrati). Lo pubblica mensilmente l'ISTAT sulla stessa base 2021=100 dell'indice aggregato nazionale e del gemello retribuzioni contrattuali mensili.
Il dato copre i dipendenti dei servizi privati coperti da CCNL, al netto dei dirigenti: lo stesso perimetro dell'indice aggregato, limitato però a questo solo macro-settore.
Perché conta: confrontare i settori, non solo il dato nazionale
Il dato dei servizi privati permette di vedere se i rinnovi contrattuali corrono allo stesso ritmo tra i servizi privati, l'industria e la pubblica amministrazione, o se un settore guadagna o perde terreno rispetto agli altri: una domanda a cui il solo indice aggregato nazionale non può rispondere, per costruzione.
I servizi privati aggregano attività molto diverse tra loro — commercio, turismo, servizi alle imprese — in un solo indice: un rinnovo contrattuale in un comparto ampio dei servizi può muovere la media anche se altri comparti restano fermi.
Come si legge: un numero indice, non un importo
Il valore è un numero indice (base dicembre 2021=100), non un importo in euro: una variazione da 100 a 105 indica una crescita contrattuale del 5% da fine 2021 per i servizi privati. Per valutare il potere d'acquisto reale va confrontato con la dinamica dei prezzi al consumo (inflazione) nello stesso periodo — un confronto lasciato al lettore, senza calcolare qui una serie deflazionata non pubblicata direttamente dalla fonte.
